No, I've used it on several areas and I get relief by using the Absorbine Gel on them.

Q: Why did it work on my foot and ankle, but not my hip,/thigh?

Possibly due to the fact that it’s unable to penetrate as deeply. There is a lot more tissue in the way of your hip, when compared to the rather thin skin and bony foot/ankle.
