Q: Does it come with the power supply?

It does not come with a power supply.

Q: what would the advantage of this be over a simple potentiometer? (and normal vs. BVC operation). any additional gain?

This is a analog audio and bluetooth audio 2-in-1 volume controller. There is a digital potentiometer and an MCU onboard. A potentiometer can only adjust analog audio. BVC can control the bluetooth chip directly, and without additional noise added or captured. There is no additional gain or amplification. This device does not modify sound quality.
